Biographical Note

Daniel Robert "Bob" Graham was born in Coral Gables, Florida, on November 9, 1936. Graham served as the 38th governor of Florida from 1979 to 1987 and as a United States Senator from 1987 to 2005. Prior to the governorship, Graham also served in the Florida House and Senate. He is married to the former Adele Khoury. He is the son of Ernest "Cap" Graham, a Florida state senator, engineer, and dairy farmer, and Hilda Simmons Graham, a school teacher, and is the youngest of their four children. Graham grew up on the edge of the Everglades at a place called Pennsuco, short for Pennsylvania Sugar Company. His father came to Florida to establish a sugar operation there, but the venture failed. As compensation, Ernest Graham was offered all the Pennsuco lands he could pay taxes on. This became the foundation for several Graham family businesses in south Florida.

Graham graduated from Miami High School in 1955 and attended the University of Florida where he met Adele. The two married in 1959. He continued his education at Harvard where he earned a law degree in 1962. He returned to Florida and served as an executive with the Sengra Corporation, a family-owned construction firm, and with the Graham dairies. The Graham family was also instrumental in developing portions of south Florida, including Miami Lakes.

Graham began his political career in 1966 with his election to the Florida House of Representatives. He served in the House from 1967 to 1971. He won election to the Florida Senate in 1970 and served there until 1978. In 1978, Graham became the first candidate from south Florida to be elected the state's governor. His campaign focused on a series of workdays at various locations throughout the state. Through 1977 and into the election year of 1978, Graham conducted 100 workdays where he connected with the people of Florida and their lives. What was a campaign stratagem (and a very successful one) became a hallmark of Graham's political career.

As governor, Graham championed improvements in the environment and education. He was praised for his ability to bring consensus among liberals and moderates and to harness the power of economic expansion with social needs. Graham worked to mend racial injustices that plagued the South and focused on moving Florida forward in race relations. He was reelected in 1982. After two terms as governor, Graham successfully challenged incumbent US Senator Paula Hawkins in the 1986 elections. The Graham Workdays, which never stopped while he was in office, were once again a feature of his campaign.

In the Senate, Graham's first committee assignments included the Environment and Public Works, Veterans Affairs, and Banking, Housing and Urban Affairs. Graham continued his support for environmental issues. He helped secure approval for a 108,000 acre expansion to the Everglades National Park and fought against oil drilling off the Florida coastline. In 1992, Graham easily won reelection to the Senate. In his second term, he took on a new role as chairman of the Democratic Senatorial Campaign Committee. This appointment by Democrat leaders signaled Graham's rising role within the party. Graham served a two year term as the party's chief fundraiser in the Senate and was also responsible for recommending candidates to the White House for federal judgeships.

Graham continued to parlay his success in the Senate into a third term in 1998 over challenger Charlie Crist. In the Senate, he developed a close working relationship with the junior senator from Florida, Connie Mack. Graham continued his advocacy for the environment, increased his interests in foreign affairs, and was active on veteran's issues and finance. He also spent 10 years on the Senate Select Committee on Intelligence and served as its chair from 2001 to 2003. Like so many others, the September 11, 2001 terrorist attacks transformed Graham's life. He became an expert on the intelligence failures that led to the terrorist attacks and demanded reform in the intelligence community in the face of new threats. He was an outspoken critic of the Iraq war and President George W. Bush. On September 14, 2002, the Senate and House Intelligence Committees announced a joint inquiry into the September 11th terrorist attacks. Graham co-chaired the Inquiry alongside House Intelligence Committee Chairman, Representative Porter Goss. In 2004, he authored Intelligence Matters, a harsh critique of the intelligence failures in the Bush administration.

In 2003, Graham initiated a campaign to be the 2004 Democratic nominee for president. However, he underwent open-heart surgery just prior to announcing his candidacy which delayed his national launch. The campaign never did find its base and Graham dropped out before the first primary. After 38 years of public service, Graham decided to retire and prepared to leave the Senate in 2004.

Following his tenure in the Senate, Graham turned to a variety of activities that touched upon his interests. From 2005 to 2006, Graham returned to Harvard as a senior fellow at the Kennedy School of Government. He also went to work on establishing a public leadership center at his undergraduate alma mater, the University of Florida. In 2008, The Graham Center for Public Service was dedicated with the mission to increase the awareness of civic culture and engagement. Graham also parlayed his passion for civic engagement in the publication of a 2009 book, America, The Owner's Manual: Making Government Work for You. The Owner's Manual set out to dispel the notion that politics is a spectator sport and instead, provide a "step by step guide to becoming an active participant in the process." In 2011, Graham authored a novel, Keys to the Kingdom, which borrowed from his experiences with the intelligence community.

Graham continued to be active in politics from 2007 to 2011 through appointments as chairs of the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism and the Financial Crisis Inquiry Commission and as co-chair of the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling. Graham's background in investigating the September 11 terrorist attacks, his long-standing interest and knowledge of environmental issues, and his work with the Senate Finance Committee all informed his post-Senate activities.


Scope and Content

The collection spans Bob Graham's political career from his days in the Florida Legislature to his retirement from the US Senate. His political campaigns are well documented and an entire series is devoted to his 405 workdays. The collection also documents aspects of his life outside office including his advocacy for Florida's public universities, his writings, and his public service on several federal commissions. In addition to textual documents, both paper and born-digital, such as correspondence, reports, and public statements, the collection contains audio recordings and visual materials in the form of photographs and video recordings.

This collection is open for research.

Constituent Mail (Boxes 116-131, 450-452) and Casework (Boxes 135-136) are closed for a period of 30 years. The earliest records will become available in 2016 and restrictions of their use will still apply. Contact the archivist for additional information.

This collection was processed in several stages. Materials relating to Graham's service in the Florida Legislature and Campaign files up to 1982 were originally processed as one collection, MS 148. Senate Papers, Personal Papers, Workdays materials, Audiovisual Material and additional Campaign Files were processed separately between 2010 and 2012. In 2014 the collection was merged and slightly reorganized.

Due to the size and complexity of the collection, some box numbers may appear out of order within the finding aid.

This series covers Graham's legislative activities and public policy initiatives during his time in the Florida House of Representatives (1966-1970) and the Florida Senate (1970-1978). In addition to the legislation sponsored or co-sponsored by Graham, the bulk of the series is comprised of committee files, subject files, and correspondence regarding legislative issues. Major topics include education, environmental conservation, Florida economics, and health care. Other topics include the Equal Rights Amendment, the Cross Florida Barge Canal, aging, Dade County issues, state universities, Big Cypress, housing, desegregation, the Education Commission of the States, Lands for You, abortion, Interama, 4 Clean Water, the Select Council on Post-High School Education (SCOPE), underground power, and land use.

The series also includes a large number of speeches, articles, news releases, and publications by Graham, including some from his years as governor. A small amount of office files and itineraries also provide information regarding the activities of Graham and his staff.

This subseries consists primarily of materials pertaining to Graham-sponsored legislation, including copies of bills, correspondence, and reports. In addition, the series includes some material on general legislation not sponsored by Graham, as well as correspondence related to this legislation. A small amount of federal and non-Florida legislation is also included. Although most of the files deal with specific pieces of legislation or legislative issues, there are also several files containing legislative summaries of bills introduced by Graham during specific sessions. A small portion of the material pertains to the activities and organization of the Florida legislature.

Series 2. is the largest series in the collection and is comprised of records relating to Graham's service as a United States Senator, spanning the years 1986 to 2004.

The series is mostly composed of paper records, but also includes born-digital electronic records in the form of textual documents, databases, content management archive data files, and Microsoft Outlook data files. Much of what is documented by the electronic records, such as form letters, topical files, schedules and Graham's voting record is duplicated in the paper records. Other data, such as Graham's Microsoft Outlook calendar and staff emails, only exist in electronic form.

This series is organized in ten subseries: Administrative (Office) Records, 1986-2001; Assignments and Dictations, 1996-2001; Correspondence, 1986-2002; Legislative Files, 1987-2004; Press Office Files, 1978-2004; Speeches, 1980-2004; State Director Files, 1986-2003; Travel Files, 1984-2002; Voting Record; and Electronic Records.

Constituent Mail (Boxes 116-131, 450-452) and Casework (Boxes 135-136) are closed for a period of 30 years. The earliest records will become available in 2016 and restrictions of their use will still apply. Contact the archivist for additional information.


Administrative (Office) Records, 1986-2001

Administrative Records document the day-to-day arrangement of Senator Graham's activities. Primarily consisting of schedules, invitations, and phone lists. Briefing Books, 1999-2000, are detailed binders that were prepared daily by Graham staff. Arranged chronologically, they provide background information about upcoming meetings and events, directions, and schedules for Senator Graham to follow. They provide more detailed descriptions of events than the daily schedules but are limited to a one year time period. Calendars, 1987-1994, are monthly appointment books with handwritten appointment notes tracking both the Senate calendar and Senator Graham's extensive schedule. Invitations, 1986-2001, include accepted invites to parties, meetings, or other professional and personal functions in Florida or in Washington, D.C. Phone Lists, 1991-2001, are arranged chronologically by year and month and contain the records of phone calls made by Graham or staff members to constituents and colleagues alike. Schedules, 1987-2002, are comprised of the daily events and itineraries for Graham in several formats. They include daily, weekly, and monthly arrangements of the Senator's activities. Daily schedules are the most comprehensive and run from 1987 to 2002. During the Senate recess periods, staff maintained separate calendars of activities. Present are those from 1987-1988, 1993, and 2001. Events taking in place in Florida were maintained separately from 2001-2004. Requests for appointments, meetings, and appearances are present from 1987-2001. Separate travel schedules were also created are located in the more extensive Travel Series.

Assignments and Dictations, 1996-2001

In Florida and Washington D.C., Graham was known for recording the minute by minute details of his life and work in small, color-coded pocket notebooks. The Assignments and Dictations Series is a product of his habitual note-taking. As a debriefing exercise, Graham dictated a myriad of tasks to be completed that related to that day's or week's activities. These tapes were transcribed and the typed directives were distributed to appropriate staff. Present are assignments and dictations from 1996 to 2001. Contents of these items vary and include draft correspondence, legislative memos, Workday debriefings, and meeting summaries. Correspondence, 1986-2002

General Correspondence, November 1986 to October 2001, contains the daily stream of mail to and from the Graham offices. Mail from congressional colleagues and acquaintances populate this portion of correspondence.

The constituent correspondence and casework files were selected for retention by Graham's staff and represent only a small fraction of what was originally generated. Constituent mail is present from December 1986-1987, 1993, and 1999-2002 on a wide variety of topics. Significant material includes letters regarding the Iran-Contra affair (1987), Clinton health care reform, the approval of the North American Free Trade Agreement (1993), and the impeachment trial of President Clinton (1999). The impeachment trial and Graham's vote to acquit President Clinton garnered the largest amount of constituent mail documented in the collection. The terrorist attacks of September 11, 2001 elicited constituent responses regarding homeland security and war with Iraq. Also, perennial topics such as health care, abortion and veterans affairs appear in Constituent Mail. Unique mailings include a 1987 congratulatory letter containing an actual graham cracker from a loyal Graham Cracker Backer and a series of letters from 1999 written on paper plates to plead for the plight of world hunger. Form letters and mailings were sampled. Constituent mail is followed by Graham's form letter library. Intended for a wide audience in response to the thousands of pieces of incoming mail, form letters were tailored to a specific subject. Because of their volume, the form letter library was sampled and arranged topically.

Casework files include requests for Graham's intervention to help solve a problem. In 2004, Graham staffers, Mary Chiles, State Director, and Lydia Mount, Director of Constituency Services, compiled a collection of group casework files from 1989-2000. Chiles and Mount also provided summaries of the cases and whether Graham's assistance led to any legislative or regulatory reform. In 1990, for example, workers of the bankrupt Eastern Airlines sought Graham's help in saving their health and pension benefits. In response, Graham filed a friend of the court brief asking Judge Burton R. Lifland, US Bankruptcy Judge in the Southern District of New York, to consider the Retiree Benefits Bankruptcy Protection Act of 1988 and not leave Eastern employees without health benefits.

Greeting and Holiday Cards contains the many holiday cards and corresponding thank-you letters Graham received from 1987-1994. Materials present include birthday wishes and Christmas greetings but also include anniversary, Halloween, and Valentine's Day cards. Legislative Files, 1987-2004

Topics include the savings and loan crisis of the late 1980s and early 1990s, Everglades restoration, off-shore drilling debate, Hurricane Andrew, Medicaid/Medicare reform, foreign affairs especially US/Florida relationships with Latin America, transportation and trade. Although Graham served ten years on the Senate Select Committee on Intelligence, including chairmanship from 2001-2002, materials documenting his tenure are limited in scope. Many of the Congresses begin with a General file capturing that year's legislative goals and miscellaneous items. The legislative files are composed of material used or generated by Graham and his staff relating to legislation, the legislative process, the federal government, and Florida Issues. By far, the legislative files make up the largest part of the Graham Senate Collection. As a Senator, Graham cultivated long lasting interests in environmental protection, health care, foreign affairs and financial and fiscal responsibility. Graham's eighteen years in the Senate garnered him a reputation for consensus building to best serve the needs of the people.

100th Congress (1987-1988)

In 1987, Graham viewed himself as a student of the Senate. As the freshman senator, Graham fostered a working relationship with Florida's senior senator, Lawton Chiles, and observed nearly 100 hours of senate activity. In the 100th Congress, Graham tackled environmental issues including the Clean Air and Clean Water Acts, the Endangered Species Act, and Everglades expansion. Other topics include a series of major banking reforms and a large transportation bill, the Federal-Aid Highway Act of 1987. Graham also advocated for the treatment of veterans through his POW bill and spoke against President Ronald Reagan's nominee to the Supreme Court, Robert Bork.

101st Congress (1989-1990)

The goals of the 101st Congress included increased appropriation funds for Florida projects. Senator Graham pursued funds for education, environmental protection and anti-drug enforcement. Fall-out from the savings and loan crisis continued and Graham worked to ameliorate the resulting financial meltdown. Graham moved forward with securing a preservation designation for Florida's DeSoto Trail. At the University of South Florida, Graham hosted a field hearing on retirement and health planning on behalf of the Senate Special Committee on Aging.
